Only costs there would be outsourced contracts for services, salary employees don't count, increasing their workload means nothing but good things to the bottom line lol
Different plate sequence of numbers, manufacturing costs for new plates for the pressing machines, maybe upgraded software in their system to handle these new plates, and even if you believe its increased workload, that may require hiring some aux or temp employee's to deal with it, paying OT, etc..
At the end of the day, there is a cost involved. You can't just say, "they work for the man and therefore they shouldn't be owed extra $$ because they work for a backwards organization, they are all out to get us, live in a hut, don't talk to people, conspiracy, yadda yadda" LOL
Also, most employee's that work for the government are unionized hourly workers...parks board included
