mk4 jetta Trunk Acuator not working

my wife has 02' jetta. Trunk actuator stopped opening the trunk. Pulled it apart and nothing wrong with the actuator. put 12 volts to it and it works fine. Put a multi meters on the wires to the actuator and it shows 12 volt all the time then goes to 0 volts when you hit the trunk button. Same result with the fob or door switch. I unhooked the door switch and tried the fob. No difference. You can hear the actuator clicking like it is trying to work but nothing. Can hear the control box relay inside the car clicking but nothing. Don't know a lot about these cars you guys are the pros. any help would be greatly appreciated.

Itís pretty common that the latches seize themselves. 

Pulling them out and soaking in some sort of lubricant and cleaning ussually fixes the problem.

Not really related to the actuator but Iím throwing it out there.

No prob with the latch. Its actually pretty easy to open. Even with the actuator hanging by the wires it does not move. Faint click but no movement.

I'd second cleaning it and lubricating, common failure item though it also commonly gets gunked up.
