Unusual car history

My 1990 Jetta 1.6TD reads 400k on the cluster and corresponds with Carproof's records. According to the records on Carproof, the car has about 10k put on it every year for the past 27 years...except for the first year (first 9 months actually) where the car went from 0km to 100,000km.

So it was 100,000 by the beginning of 1991, 110,000 in 1992, etc (pretty consistently 10k ish per year, except for that crazy 100k the first 9 months).

Does anyone have a few theories about what is going on here?

Sorry if this is the wrong section for this, not exactly sure where this question appropriately belongs in.

Oh, and the owner also advertised the car as having 300k mileage, despite it clearly saying 400k on the cluster.  He said the car had always been in the family and he knows the history well, but I didn't ask him at the time about the discrepancy (this was a year ago when I bought the car). Just an odd mystery that I never solved.

At first I thought it was a typo (extra 0), but the cluster corresponds with the history. Or maybe the car received a cluster swap in the first year, and the first ever reported mileage was 100k (on the used cluster)? Or...He just put 100k on the car within the first 9 months and backed off to 10k/year for the rest of its life. :/ Very mysterious!
