Rear caliper parking brake not working

Hi, I just installed a rebuilt rear caliper on my 1987 Golf GTI 16v. The hydraulic brake works fine but the emergency brake does nothing. I've operated the lever all the way and it doesn't activate the parking brake. Is this a faulty caliper or is there something I can do to get the parking brake working? By operating the parking brake lever on the caliper should it force out the piston?

Are you positive the caliper was rebuilt properly? I just rebuilt mine on my 96 Audi and it really wasn't all that bad. Just need all the pieces to go back in the right order. Have you checked the cable itself? Has it been properly reconnected and routed from the lever to the caliper?
